The position

For the office of our client we are looking for an HSE Manager with experience in a similar position within a Marine Management Company. The HSE Manager reports to the Group QHSSE Manager.

The HSE Manager has a cooperative relationship with the DP Fleet Manager, Operations Manager, Technical Manager, HR/Crewing Manager and General Manager.

Tasks & responsibilities

  • Responsible for implementing the Company's policies and Ship Business Management System (SBMS)
  • Motivating the management, office staff and crews in the observation of such policies
  • Responsible for ensuring that all vessels comply with all Flag State, Classification Society and Local Rules and Regulations which affect the safety, pollution prevention, security and efficient operation of the fleet
  • Responsible for the overall management, planning, organisation and control of all HSE activities
  • Responsible for ensuring an effective system is in place that will facilitate the crewing department ensuring that all marine personnel onboard the vessel are in possession of the appropriate qualifications and certification for their respective rank
  • Ensuring that all new personnel are provided with appropriate familiarisation
  • Responsible for ensuring performance appraisals are completed for all HSEQ Department personnel
  • Responsible for the monitoring of all non-conformances, accidents, incidents, near misses and any other SBMS performance reports
  • Responsible for ensuring that Corrective Action Plans are promptly provided to flag and class and that such plans are effectively closed within three months of audit or investigation
  • Responsible for ensuring that letter from Owners to flag administrations notifying them that FZE is the ISM Manager;
  • Will act as Company Security Officer
  • Responsible for ensuring that safety systems onboard, such as safety committees, inspections and permit-to-work systems are adequate to meet their requirements
  • Responsible for the development of office emergency response plans and for ensuring that at least one office – ship emergency response plan is completed per annum
  • Responsible for scheduling office safety meetings, providing appropriate information and the recording and distribution of minutes

Candidate profile

  • HSEQ qualification
  • Experience in similar position in a Marine Management / Shipping company
  • Experience on vessels
  • ISPS (CSO) certification
  • Qualified Auditor
  • Investigation and root cause analysis
  • Pleasant disposition with the capability to be authoritative when necessary
  • Clear and effective oral and written communication skills in English language
  • Strong co-ordination, organisation and liaison skills with the ability to seek and gain consensus solutions to complex issues
