General description

Has supervision over the Subcontracting Department.

Job objectives

Ensure that the department and its employees provide the best possible service to support tenders and projects in accordance with the requirements stipulated in the contract and to work in the most efficient way.

Reporting lines

The Department Head Subcontracting and Contracts Administration reports directly to the Manager Project Services. While working on specific projects, he/she will also report to the respective Project Manager.

General responsibilities

  • Conduct all activities and tasks in accordance with companiesvcorporate objectives;
  • Familiarise with and comply to companies corporate management system (CMS);
  • Support and actively participate in the continuous improvement of companies CMS within the scope of the / your job activities;
  • Understand and support the implementation of companies corporate policies and requirements of CMS within the / your department;
  • Promote a safe and healthy working environment for companies employees and contractors working within all companies premises;
  • Control and optimise the contracting function within this Department in close co-operation with its internal customers;
  • Liaise with relevant parties to provide an efficient customer delivery service;
  • Responsible for planning and administration of all contracting activities, selecting sources of supply, approving purchase orders, negotiating terms of subcontracts; 
  • Liaise with internal customers and colleagues and makes recommendations designed to reduce costs and improve quality;
  • Recommend subcontracting policy to internal customers in accordance with company wide strategy for subcontracting;
  • Control follow-up of subcontracts and scheduled deliveries;
  • Manage a team within his/her department and take care of management activities needed hereto;
  • Anticipate and/or assist with implementing new systems that enhance the effectiveness of the procurement, including office automation systems, cost control procedures etc;
  • Select, review, evaluate and approve suppliers and agents in co-operation with internal customers;
  • Assist in Emergency Response actions upon request of the Emergency Response Team Leader;
  • Initiate and comply with all activities focused on meeting overall corporate objectives;
  • Submit personal timesheets into the RTR/(Web)Solo system for approval on a weekly basis;
  • Ensure all personal documentation is up-to-date and valid, such as passport, seaman's booklet, medical certificate and offshore survival certificate.

Job specific tasks

Management & organisation:

  • Maintain a result-driven Subcontracting Department, suited for its tasks and well organised;
  • Elaborate and communicate plans for the Subcontracting Department (including supplier management, communication-policy, quality-improvements, efficiency improvements, standardization, HRM and reduction of Total Cost of Ownership etc.) with internal customers;
  • Develop and coach employees, to achieve the aimed standards of performance and results;
  • Delegate responsibilities and the decision-making process as low as possible in the organisation;
  • Monitor the execution and progress of activities, identify and rectify possible bottlenecks;
  • Communicate and consult other departments within the company;
  • Negotiate and conclude commitments, contracts and (frame) agreements with respect to the specification needed and approved budget, within the current authorisation procedure;
  • Analyse the supplier market (structures, market shares, prices, technology, products, etc);
  • Plan and report;
  • Provide yearly information for the integral department plans and ensure this plan to be executed;
  • Take care of implementing this plan on a managerial level, focused on security of supply for shorter and longer term;
  • Manage projects, focused on an integral cost reduction of purchasing;
  • Report adequate Management Information regarding progress, results and planning.

Control:

  • Monitor prices, terms & conditions, budgets and targets of the unit;
  • Identify and report of deviations regarding unit its targets and plans, and initiate (corrective) actions.

Purchasing marketing:

  • Follow, analyse and interpret technological, economical and financial developments on (inter)national markets and advise companies management on improvements in respect of the unit of the Procurement Department.

Supplier management:

  • Manage supplier relations;
  • Present the company as an attractive and reliable business partner;
  • Initiate and maintain long-term relationships with key-suppliers and partners;
  • Manage the improvement of an up-to-date supplier and filing system in the department.

Authorities

Authorised to execute independent - in co-operation with internal customers -all activities within his own area, as described in job tasks, considering companies policies, guidelines, year plans and budgets. He is hold to the current authorisation procedures and will not act outside his competence and scope.

Education level and training

  • BSc/MSc degree;
  • NEVI 2.

Experience

  • At least 5 years of experience in the purchase area as described, preferably in the offshore;
  • Technical expertise;
  • Management experience;
  • A comprehensive experience in purchasing techniques and contracting is required;
  • Good command of the English language, both written and spoken.
