The organisation

Our client is a producer of sustainable fuel. They are an international operating organization with 5.400 employees working across 16 countries. In the Netherlands, their refineries are located on the Maasvlakte and in Zeeland, employing around 300 colleagues. For their refinery at the Maasvlakte site, we are currently looking for a Process Safety Engineer.

The position

As a Process Safety Engineer, you play a key role in leading, developing, implementing, and executing process safety management systems across the refinery. You are part of the HSSEQ Department and report directly to the Head of HSE Netherlands.

Tasks & responsibilities

Key Responsibilities:

Custodian of OEMS Principles
You are the designated custodian for several Operations Excellence Management System (OEMS) principles, ensuring they are fully embedded in site-wide work processes across the Netherlands.

1. Hazard Identification, Risk Assessment, and Control
Responsible for related work processes:
o Process Hazard Evaluation & Quantitative Risk Assessment (QRA)
o Facility Siting
o Safety Critical Equipment

2. Management of Change
Ensure compliance with OEMS requirements for:
o Pre-Start-up Safety Reviews
o Product & Chemical Safety
o Chemical Inventory (NL sites)
o Construction, modification, or demolition of buildings/installations

3. Product and Chemical Safety
Secure adherence to OEMS procedures involving:
o Chemical Approval
o Regulatory Compliance & Registration
o Safety Data Sheets (SDS)

4. Safety Leadership
Promote and integrate Process Safety Fundamentals within all workstreams.

Audits & Compliance

  • Act as the Rotterdam site representative for insurance audits.
  • Lead preparation, execution, and follow-up on audit action plans.
  • Serve as Subject Matter Expert for regulatory compliance, including:

o Preventiebeleid Risico’s Zware Ongevallen (PBZO)
o Explosieveiligheidsdocument (EVD)
o Veiligheidsrapport

This role demands a strong sense of ownership, cross-functional collaboration, and a drive for continuous improvement.

Candidate profile

  • Bachelor’s degree in Occupational Health and Safety, Process Engineering, HSSEQ or a related field (HVK or Nebosh diploma), or equivalent level achieved through experience.
  • At least 10 years of experience in Process Safety or Process Engineering, preferably within high-risk industries.
  • Proven hands-on experience in the chemical or oil & gas sector.
  • Strong communication and collaboration skills, with the ability to work effectively across departments and stakeholder levels.
  • Demonstrates a proactive mindset, sound judgment, and strong analytical and problem-solving abilities.
  • Fluent in Dutch and English, both spoken and written.
