The organisation

Our client is one of the world’s leading international oil and gas companies. In the last several years the company has been focusing strongly on improving health, safety and environment, resulting in effective steps in establishing a better HSE culture in the working environment. In order to secure and further develop a strong HSE culture at one plant in the Netherlands, our client is now looking to recruit a new HSE Manager.

The position

Heading the HSE department of the site, the HSE Manager provides strong leadership to a team of over 50 people. The HSE Manager is responsible for managing and further developing the organization in all areas of health, safety, security, fire prevention and fighting, environment and quality care to guarantee a safe working environment.

The HSE Manager is expected to proactively and effectively promote safety awareness and importance throughout the site, and to become a well-respected partner and a resilient authority. Next to heading the HSE department and being a passionate advocate for safety, as member of the Management Team the HSE Manager shares responsibility for the functioning of the site as a whole. The role reports directly to the Site Director and has close contact with a large number of internal and external stakeholders.

The location of this position is in the Rotterdam area in the Netherlands. The candidate is expected to live within one hour travel time from the plant.

Candidate profile

  • Academic degree in a technical, engineering, safety, petro or chemical discipline ideally combined with management studies.
  • Safety for Operational Supervisors SCC diploma (VCA-VOL).
  • Minimum of 10 years progressive experience in a senior management position in high hazard industries, such as nuclear, oil & gas, chemicals, energy, mining or explosives. Experience in the petrochemical industry is preferred.
  • At least 3-5 years of specific experience as a HSE Manager at a plant with a minimum of 200 employees. Proven knowledge in the area of health, safety and environment.
  • Ideally knowledge of the regulations, norms and requirements in the field of the Dutch Working Act (Arbo), environment and quality (ISO 14001 and 9001, OHSAS 18001), Seveso (BRZO).
  • Fluency, both oral and written, in English.
  • Ideally fluency in Dutch. Position is also open for candidates with basic command of Dutch language combined with willingness to further advance Dutch proficiency.

Leads a continuous improvement process, analyzes errors in safety management systems, proposes and implements (new) policy effectively. Plays proactive role in verifying and controlling application and effectivity of safety policy.
  • Understands relevant measures and techniques to analyze and manage risk and issue.  Leads audits, develops and implements strategies to avoid risks. Stimulates and coaches others to proactively promote safety related solutions. Skilled in managing tensions between safety, costs, production and human factors to ensure business being executed efficiently and in an integer manner.
  • Implements and supports initiatives to change management in the organization. Able to organize and manage change effectively, taking into account diversity such as nationality, gender and age. Advises others which change management techniques and methods should be applied in order to realize a significant and sustainable improvement. Takes personal responsibility for constructive solving of conflicts between individuals and groups and strives for win-win situations.
